Office for Students monetary and financial penalties consultation

09 February 2018

The Office for Students (OfS), in its capacity as a regulator, could be given the power to fine a university if it breaches registration conditions.

While it is right that universities should be held to account, we are concerned that the proposed maximum monetary penalty and need for sanctions does not constitute a proportionate response.

There is also a lack of clarity about when a monetary penalty can be applied and the need for an additional step to rectify the breach before a penalty is applied.
