Responding to R&D budget allocations for 2025/26 from the Department for Science, Innovation and Technology, Dr Tim Bradshaw, Chief Executive of the Russell Group, said:

"In a challenging fiscal landscape, we are pleased to see the confirmation of DSIT’s R&D budget for 2025/26, which provides for a real-terms increase in investment including vital funding for UK participation in Horizon Europe and the Horizon Guarantee. This is a vote of confidence in research as a core foundation for growth and prosperity in the UK.

“The investment will support universities to deliver cutting edge research, strengthen collaborations and develop future talent – in turn supporting job growth, regional investment and advances in public services.

“Within UKRI’s budget, it is important that flexible, longer-term funding like QR is prioritised to protect the pipeline of new ideas, talent and infrastructure that underpins UK research and innovation. Given this, the government’s commitment at the October budget to boost core research funding is particularly welcome.

“In addition, UKRI should continue to support funds like HEIF, a proven driver of economic growth and regional development. With a return of £14.80 for the UK for every £1 invested, HEIF enables institutions to translate world-class research and student ideas into societal and economic benefits.”

Notes

  • A 2025 Research England commissioned review found that every £1 invested in the Higher Education Innovation Fund (HEIF) generates £14.80 in returns for the UK. Large research-intensive universities deliver an even higher return on investment from their HEIF allocations, as much as 20:1 once spinout performance is accounted for. Read our briefing.
